Ground Beef Broccoli Potato Casserole Recipe

1 (32 oz.) bag frozen hash brown potatoes
2 lbs. Ground beef browned with 1 sm. onion
2 (10 oz.) pkg. frozen chopped broccoli
1 cup French fried onions
2 cans cream of mushroom, cheese or celery soup
2/3 c. milk
2 c. shredded Cheddar cheese
1/2 tsp. garlic powder
Salt and pepper to taste

Place potatoes in the bottom and up sides of a 9x13 inch pan. Bake, uncovered, for 10 minutes at 400 degrees. Place browned meat and chopped onion, broccoli and 1/2 cup French fried onions in potato shell.
Combine the soup, milk, 1 cup cheese and spices. Pour over the burger mixture and bake, covered, at 400 degrees for 20 minutes. Top with remaining cheese and rest of French fried onions and bake, uncovered, 2 to 3 more minutes.
