Old Fashioned Blueberry Cobbler

3 c. all-purpose flour
4 tsp. baking powder
1 tsp. salt
1 c. margarine, softened
2-2/3 c. Eagle Brand sweetened condensed milk
1 tbsp. grated lemon peel
2-3/4 qt. fresh or dry pack frozen blueberries, rinsed and thawed

Streusel Topping
1 c. all-purpose flour
1/2 c. brown sugar
1/3 c. margarine, softened
1/2 c. chopped pecans

Preheat oven to 350 degrees. In mixer bowl, combine flour, baking powder and salt; mix well. Mix in margarine until crumbly. Add Eagle Brand; mix well. Stir in lemon peel. Stir in blueberries. Pour into greased 9x13 inch pan. In bowl combine flour and sugar for topping. Add margarine; mix well. Mixture will be crumbly. Stir in nuts. Sprinkle over batter. Bake 1 hour and 40 to 50 minutes or until golden brown and toothpick inserted near center comes out clean.
